Bales of straw and hay, including pine straw, are articles regulated by the State and Federal governments because of the risk they pose of spreading Red Imported Fire Ants (RIFA). The North Carolina Department of Agriculture & Consumer Services (NCDA&CS) has quarantined partially, or in full, 75 out of 100 counties in North Carolina due to the presence of RIFA in cooperation with the USDA’s federal quarantine.

Shipping hay or straw out of a quarantined area without a compliance agreement into a non-quarantined county or state is in violation of the United States Department of Agriculture’s (USDA) federal quarantine on RIFA which the NCDA&CS upholds.
